Engineer’s specification for fuel supply system for use with engine generator or oil fired boiler.
Options in the specification are italicized within parentheses. Blanks are provided for insertion of specific ratings, capacities, etc.

1.0 Fuel Supply System

1.1
General: Provide a “Reliable Fuel Supply System” as designed and manufactured by Simplex, Inc., for the storage and supply of fuel oil to the (engine generator set, boiler ). The fuel supply system shall consist of the following, each of which is completely described within the specification below:

1.1.1 An aboveground, outdoor, double-wall main fuel storage tank.

1.1.2 A fuel delivery system installed integral to the main tank.

1.1.3 An indoor, double wall Day Tank.

1.1.4 These elements of the system shall be designed and supplied as an engineered system by the manufacturer. Each tank shall be of packaged design to include all pumps, valves, level controls, pump controls and motor starters, indicators, alarms and all other devices as required to form an integrated, functional system such that field installation is restricted largely to piping, wiring and such intermediate devices that are required by code and/or good engineering practice to interconnect the main tank to the Day Tank, the Day Tank to the prime mover and to provide for external vents as per local codes and UL 142, NFPA 31 and NFPA37.

1.1.5 The system shall be for use with fuel oil as described by NFPA 321, “Basic Classification of Flammable and Combustible Liquids.” As defined by this standard, the fuel supply system shall be for use with “combustible liquids,” those having a flash point at or above 100°F and further defined as class II or class III liquids. In no case shall a liquid defined as “flammable,” or as “class I” or as having a flash point less than 100°F be used. In every case, the system shall not be used or applied at a temperature in excess of the flash point of the contents. Electrical equipment used in the system shall be in accordance with NFPA 30, section 5-7, wherein it states “For areas where class II or class III liquids only are stored or handled at a temperature below their flash points, the electrical equipment may be installed in accordance with provisions of NFPA 70, National Electric Code, for ordinary locations...”

1.1.6 The system shall be designed and installed in accordance with applicable sections of NFPA 30, NFPA 31, NFPA 37, UL 80 and UL 142.

1.1.7 Both the main tank and Day Tank shall bear the label of Underwriters Laboratories standard 142.

1.2
Installation General: The Day Tank shall be installed adjacent to the prime mover, on the same grade. The main tank shall be installed outdoors.

1.2.1 Day Tank: Install on a housekeeping pad adjacent to the prime mover (as shown on the plan drawings, [as detailed herein] ) . Anchor tank to the pad.

1.2.2 Main Tank: Install outdoors on a concrete pad and anchor to the pad, at a location as shown in the plans which is (below the grade of the Day Tank, on the same approximate grade as the Day Tank, above the grade of the Day Tank). Provide the main tank equipped with a fuel delivery system suitable for the installation and as further described below.

1.2.3 Provide schedule 40, ASTM A 53, black iron pipe connections to each tank as shown. Make all connections to fixed installed pipe with pipe unions to facilitate tank service/removal.

1.3
Main Tank

1.3.1 Main Tank Construction: All welded, steel atmospheric tank built in accordance with codes and standards noted above bearing the UL 142. Label, for use with fuel oil having a flash point of 100°F or higher.

1.3.2 Main tank capacity to be (400, 500, 600, 800, 1000,1200, 1500, 2000) gallons

1.3.3 Provide the following top mounted field use fittings on the main tank

  Vent with weatherproof, screened vent cap per NFPA 30, on two foot vent stack

Emergency vent

Overflow, from Day Tank, 2" inch NPT

Fill inlet, 2" inch, with weatherproof, lockable cap

Inspection port, 4" NPT


1.3.4 Provide a 1" NPT fitting for supply to Day Tank

1.3.5 Provide 1" NPT drain in bottom of tank with lockable ball valve. Drain to penetrate wall of containment.

1.3.6 Main tank containment: All welded, steel atmospheric tank containing all sides and top of main tank and forming a weatherproof, totally enclosed containment of the main tank, fully enclosed against intrusion of debris, rainwater, etc. Containment design standard shall be to withstand a water load test to the highest liquid level for one hour with no leaks and no deflection in excess of L/250. The containment shall have a minimum capacity of 110% that of the fuel storage tank. The containment shall be provided with a 1.0 inch drain with lockable ball valve. The main tank shall be securely attached within the containment. All pipe fittings to the main storage tank, with the exception of the drain, shall penetrate the roof of the containment through weatherproof hubs.

1.3.7 Finish paint the exterior of the main storage tank, the interior and exterior of the containment in industrial enamel.

1.4
Fuel Delivery System

1.4.1 Provide a delivery system for supply of fuel to the Day Tank described below. This system to be installed within a NEMA3R weatherproof enclosure with hinged lockable doors supplied installed, wired and plumbed on the main storage tank/containment assembly. The delivery system shall be complete in all respects in order to operate upon contact closure from the Day Tank to draw fuel from the main tank and supply fuel to the Day Tank in order to automatically refill the Day Tank.

1.4.1.1 The enclosure for the fuel delivery system shall be designed such that electrical devices are segregated within a compartment fully isolated from fuel oil handling devices including pumps, plumbing, valves, etc.

1.4.1.2 The enclosure for the fuel delivery system shall include an integral drip pan/sump to contain any leak from the pump, plumbing, valves, etc. The sump shall include a drain plug. A leak detector switch located in the sump shall activate the “rupture” alarm detailed below.


SELECT ONE OF THE FOLLOWING SPECIFICATIONS (A, B, OR C)

SPECIFICATION “A”

Main Tank installed BELOW GRADE of Day Tank:

1.4.2 The fuel delivery system shall consist of the following for pump fed delivery of fuel to a Day Tank installed above the grade of the main tank:

1.4.2.1 ___HP, ____GPM, ____PSI motor driven pump. Motor to be open drip proof construction, NEMA type B, continuous duty at 40°C, 1800RPM, _____VAC, (1,3)-phase, 60 Hertz. Pump to be directly driven, positive displacement, hydraulic gear type with pressure loaded mechanical shaft seal. Pump shall consist of two intermeshing, hardened steel, precision ground gear assemblies enclosed by a high strength, die cast aluminum housing.

1.4.2.2 Pump pressure relief valve, adjustable type, vented back to tank

1.4.2.3 Pump inlet fuel strainer, 60 mesh

1.4.2.4 Pump shut-off ball valve

1.4.2.5 Pump motor starter, full voltage type, non-reversing, with overload relay and circuit breaker disconnect with lockable, externally operable, weatherproof handle mechanism.

1.4.2.6 Control relays and control power transformer as required to operate pump motor starter from Day Tank control contacts.

1.4.2.7 Pump test push-button

SPECIFICATION “B”

Main Tank Installed AT APPROXIMATE SAME GRADE as Day Tank:

1.4.2 The fuel delivery system shall consist of the following for pump fed delivery and siphon control of fuel to a Day Tank installed at the approximate same grade as the main tank:

1.4.2.1 ___HP, ____GPM, ____PSI motor driven pump. Motor to be open drip proof construction, NEMA type B, continuous duty at 40°C, 1800RPM, _____VAC, (1,3)-phase, 60 Hertz. Pump to be directly driven, positive displacement, hydraulic gear type with pressure loaded mechanical shaft seal. Pump shall consist of two intermeshing, hardened steel, precision ground gear assemblies enclosed by a high strength, die cast aluminum housing.

1.4.2.2 Pump pressure relief valve, adjustable type, vented back to tank

1.4.2.3 Pump inlet fuel strainer, 60 mesh

1.4.2.4 Pump outlet solenoid valve, normally closed, 100 PSI, controlled by pump motor starter.

1.4.25 Siphon break solenoid valve, normally open, controlled by pump motor starter. Shall provide positive siphon break when pump stopped.

SPECIFICATION “C”


Main Tank Installed ABOVE GRADE of Day Tank:

1.4.2 The fuel delivery system shall consist of the following for gravity-siphon fed delivery and siphon control of fuel to a Day Tank installed below the grade of the main tank:

1.4.2.1 Flow control solenoid valve, normally closed, 100 PSI, controlled by valve control relay.

1.4.2.2 Siphon break solenoid valve, normally open, controlled by valve control relay. Shall provide positive siphon break when flow control solenoid valve is closed.

1.4.2.3 Manual, self-closing, priming valve

1.4.2.4 Valve inlet fuel strainer, 60 mesh

1.4.2.5 Shut-off ball valve

1.4.2.6 Valve control relay

1.4.2.7 Control power input circuit breaker disconnect with lockable, externally operable, weatherproof handle mechanism.

1.4.2.8 Control relays and control power transformer as required to operate valves from Day Tank control contacts.

1.4.2.9 Valve test pushbutton

1.5
Fuel Oil Day Tank

1.5.1 General: Provide a packaged design fuel oil Day Tank for each prime mover. Day Tank shall be complete in all respects in order to provide the prime mover with a reliable, local source of fuel. Day Tank shall be for use with main tank and fuel delivery system described above in order to provide an automatic, self-refilling fuel supply system.

1.5.2 Day Tank Ratings:

1.5.2.1 Capacity: (10, 25, 50, 75, 100, 150, 275) gallons

1.5.2.2 Power Requirements: 115V AC, single-phase, 60 Hertz, 15A dedicated branch circuit

1.5.3 Day Tank Construction:

1.5.3.1 All welded steel atmospheric tank of rectangular construction built in accordance with codes and standards noted above for indoor use with fuel oil

1.5.3.2 Pipe thread connections shall be provided for fuel oil supply from main tank, supply to prime mover, return from prime mover, overflow to main tank, vent and drain with ball valve. The drain will penetrate the containment described below. A weatherproof, screened vent cap shall be provided as a loose item for field installation at the outdoor vent termination.

1.5.3.3 An inspection port in the top shall be provided

1.5.3.4 The tank shall be equipped with a welded steel channel base suitable for bolt attachment to a concrete pad

1.5.3.5 The exterior of the Day Tank and the interior and exterior of the containment described below shall receive a heavy duty industrial anticorrosion coating and be finish painted.

1.5.3.6 All Day Tank system components shall be protected by a removable steel equipment cover.

1.5.3.7 Day Tank shall be factory leak tested at 5PSI.

1.5.3.8 The tank shall be installed and anchored within a steel containment basin having a minimum capacity of 110% that of the Day Tank. The containment shall be protected against intrusion of debris. The containment shall be equipped with a leak detector that shall activate the “rupture” alarm described below. A drain with ball valve is to be supplied.

1.5.4 Day Tank solenoid valve

1.5.4.1 The Day Tank shall be equipped with a solenoid valve, 1.0 inch NPT, 100PSI, normally closed, under control of level controller described below. An inlet Shut-off valve shall be provided.

1.5.5 Day Tank level controller. Provide a Tank Commander TC-775, electronic liquid level controller/indicator with functions to include: adjustable differential pump/valve level control, tank level indication, system alarms and manual operating controls. Level controller shall be self-contained as a unit within a NEMA1 box mounted on top of the Day Tank.

1.5.5.1 The level controller shall provide the following:

  CONTROL FUNCTIONS

“Auto-off-manual” fill control mode switch

“Press to test” fill control pushbutton

Adjustable differential pump/valve level control with output contacts for control of on board solenoid valve and remote delivery system described above

Overflow cutout

INDICATION FUNCTIONS

Electric level gauge and condition indicator scaled in percent level and color coded and placarded to indicate system condition versus level

LED lamp indicators for:
Power available
Fill control not in auto
Tank filling

1.5.5.2 The level controller shall have an intrinsic overflow cutout backup control which, upon sensing an overflow, will open the fill control contacts, close the fill control solenoid valve and stop the remote fuel delivery system, activate an alarm and cause the controller to revert to an emergency backup level control mode which allows the tank to continue operating automatically but which inhibits overflow.

1.5.5.3 The level controller shall have a tank rupture cutout circuit which, upon sensing the presence of liquid in the tank containment, will open the fill control contacts, close the fill control solenoid valve and stop the remote fuel delivery system and activate an alarm

System Testing

1.6.1 The Reliable Fuel Supply System shall be supplied with manufacturers test certificates as below

1.6.1.1 Tank test: pressure test, leakproof test and structural integrity/appearance test

1.6.1.2 Level controller: operational test and calibration of level sensors, level indicator, level control, alarms, backup devices

1.6.1.3 Pump: vacuum test, flow test, pressure test, leakproof test, ampere/voltage test, load test, overload test.

1.8
Supplier of Fuel Supply System

1.8.1 The complete fuel supply system described above, including main tank, fuel delivery system and Day Tank, shall be designed and manufactured by a single supplier and be a standard product in serial production. The manufacturer shall have at least 10 years experience in the design and manufacture of these products. This system shall be a “Reliable Fuel Supply System” as manufactured by Simplex, Inc., Springfield, Illinois.
 
 
 
  OPTIONAL SUBSYSTEMS FOR INSERTION INTO THE ABOVE SPECIFICATION:
  Duplex Pump System:

1.4.2 ( )Provide an automatic duplex pump controller and duplex pumps:

  Duplex pumps shall consist of two each pumps, motors and accessories as detailed in subparagraphs 2.1 through 2.9 inclusive above.

The duplex pump controller shall function to alternate operation of each motor pump on successive starts. Furthermore, the controller shall operate the off-line pump as a standby-backup in the event that the primary pump fails. Failure of the primary pump shall be indicated by a reduction in fuel level to a point below the normal pump start level. This shall be sensed by the level controller installed on board the Day Tank, described below and transmitted to the pump controller via contacts on board the Day Tank.

The controller shall further provide pump running indicators for each pump, fail alarm indicator and output contacts, mode control switch and control logic for automatic operation as: “pump 1 lead/pump 2 lag,” “pump 2 lead/pump 1 lag,” “both run.”

 
 
To add an overflow return pump to the Day Tank, a useful option if the Day Tank is gravity-siphon fed from the main tank:

1.5.6 Overflow Return Pump: Provide a motor driven pump with starter and control to pump-return fuel to the main tank in the event of an overflow alarm. The pump shall be controlled by the overflow level sensing circuit of the Tank Commander level controller and shall pump the Day Tank down to the 85% level and activate an alarm. The pump and accessories shall consist of:

1.5.6.1 ___HP, ____GPM, ____PSI motor driven pump. Motor to be open drip proof construction, NEMA type B, continuous duty at 40°C, 1800 RPM, _____V AC, (1,3)-phase, 60 hertz. Pump to be directly driven, positive displacement, hydraulic gear type with pressure loaded mechanical shaft seal. Pump shall consist of two intermeshing, hardened steel, precision ground gear assemblies enclosed by a high strength, die cast aluminum housing.

1.5.6.2 Pump Shut-off ball valve and in-line check valve to prevent back-flow from return line to Day Tank

1.5.6.3 Pump motor control relay


For addition to main tank: hand pump for priming or backup; paragraph for general addition of options, accessories

1.4.3 General Accessories:

1.4.3.1 Hand Pump: 20 gallon per 100 strokes hand operated pump with isolation ball valves on inlet and outlet and in-line check valve, installed and plumbed within the fuel delivery system enclosure.
 
 
  RECOMMENDED OPTIONS:

Option 015, Auxiliary Hand Pump, is recommended for installation on all Day Tanks equipped with motor-pumps. The hand pump is used for initial priming of the fuel line from the main tank and as a backup to the motor-pump.

Option 060, 061 Fuel Strainer, is recommended whenever there is a possibility of fuel contamination.
Day Tank pumps have extremely close tolerances. Fine abrasives in suspension degrade pumping ability and can jam pump.

In order to assure maintenance of pump prime, one of the following options is recommended for installation on all Day Tanks equipped with motor-pumps: Option 070: Check valve; Option 080, 083: Solenoid valve; or Option 090: Foot valve.
